Not quite.  It means you disagree from an *accusation*.  E.g.:

   qapumchugh, pumwIj DatemlaH pagh DachIDlaH.
   If I accuse you, you can either deny or admit my accusation.

For suggestions we have {Qoch} "disagree" vs. {Qochbe'} "agree".
